What is web accessibility?

According to Tim Berners-Lee (W3C Director and inventor of the World Wide Web), accessibility consists in:

Putting the web and its services available to all individuals, whatever their hardware, software, network infrastructure, mother tongue, culture, geographical location and their physical or mental capacities.

A website is 'accessible' when anyone can easily browse using a browser and-or an assistance tool.
